To form a charity, you have to create a business plan, rent a facility for your staff, file paperwork with your national government, and on and on. Do you mean you want to engage in fundraising for an organization that works on clean water issues? That's fine, but that's NOT a charity -- that's an individual effort by a group of people. It's best if you allow people to donate directly to the charity (Global Water Fund, the Water Project, H2O Africa Foundation, Water Wells for Africa, etc.) not through you -- any money you handle yourself you could be taxed for.
